Overview

Ministry of Industry & Handicraft, and National Metrology Center, Cambodia (NMC) have a great pleasure to host the 2015 Asia-Pacific Metrology Programme (APMP) Mid-year Meeting. The APMP Mid-Year meetings and related activities will be held from 22 to 26 June, 2015, in Phnom Penh, Cambodia.

The main agenda of this event is the meetings of the Executive Committee, Technical Committee Chairs, and Developing Economies’ Committee. Following that, a Metrology Symposium and technical workshop will be organized to bring awareness of metrology to the general public of Cambodia, and it is a good opportunity for NMC staff to increase more understanding on metrology infrastructure by sharing the expertise from the APMP experts.

Program

Committee Meetings

The main program of the APMP Mid-Year Meeting is the meetings of the Executive Committee (EC),Technical Committee Chairs (TC Chairs), and the Developing Economies‘Committee (DEC).The EC and TC Chairs will first meet separately on 22 June, and then on the 23 June they will have a joint meeting. The EC will have a second meeting on the evening on 23 June. The DEC will meet in the afternoon of 23 June. This meeting is open to representatives of NMIs ororganizations concerned with the goals of DEC.

National Awareness Symposium: “clean water, food safety, energy efficiencies, and chemical metrology

A metrology-themed symposium will be organized to raise awareness about metrology for the Cambodians, especially executives and decision makers from government agencies, universities and industry. The symposium will adopt the theme of this year here in Cambodia is National Awareness Symposium on “clean water, food safety, energy efficiencies and chemical metrology”. The symposium will take place in the morning of 25 June at High Sky Hotel, Phnom Penh capital city.

Technical Workshop for “Electrical and Mechanical Metrology”

To obtain benefits and advantages of the presence of APMP Technical Committee chairs in Cambodia, a technical​l workshop will be organized. Currently there are four accredited calibration laboratories in NMC, and this would be a great opportunity for them to meet with the experts from the APMP Technical Committees. Some Technical CommitteeChairs have agreed to share their knowledge and experiences in their respective fields with the local audience. This workshop will be organized in four parallel sessions, in the afternoon of 24 June, also there is another technical workshops will be conducted in the morning of 26 June 2015.

Paying a courtesy call on senior leaders of Ministry of Industry & Handicraft

Prior to the meetings from 22 to 23 June 2015, it is a great opportunity for NMC, Cambodia to offer APMP members in discussions with senior government officials of Ministry of Industry & Handicraft, which will take place at Ministry of Industry & Handicraft on 25 June in the afternoon.

Laboratory Visit

A laboratory visit to NMC is planned in the morning of 24 June. Besides giving an opportunity for our APMP colleagues to view the facilities at NMC laboratories, this will also give an opportunity for NMC staff to have more in-depth technical discussion with the experts.

Sightseeing tour

To conclude the series of event, a sightseeing tour has been arranged for the participants to visit Royal Palace of the Kingdom of Cambodia and surrounding area. This will take place in the afternoon of 26 June.

Participants from foreign countries who attend the APMP Mid-Year Meeting 2015 are advised to book their flight to Phnom Penh InternationalAirport.The organizing committee will meet participants at the airport and provide transportation to the hotel. VISA Information

For the latest regulation concerning visa regulations, please contact the Cambodian Mission (Embassy or Consulate) in or closest to your country.

The following is a short summary of visa regulations.

Mostly, citizens from other countries need a visa to visit Cambodia, even for a short visit. Please contact the nearest Cambodian Mission to apply for visa. We shall provide personal invitation letters in order to facilitate your visa application. Citizens from some countries enjoy the privilege of visa-free and/or visa on arrival procedure.

Holders of normal passports of the following countries do not require a visa for Cambodia for up to 30 days (unless otherwise noted): Indonesia, Laos PDR, Malaysia, Philippines, Singapore, Thailand, and Vietnam.

Holders of consular, diplomatic, service, special or official passports issued to nationals of Brazil, BruneiBulgariaChinaCubaEcuadorHungaryIndiaIndonesiaIranJapan, Laos PDR,  MalaysiaMongoliaMyanmarPeruPhilippinesRussiaSeychellesSingaporeSlovakiaSouth KoreaThailand and  Vietnam do not require a visa for Cambodia.

Some nationalities are required to get visa in advance at Royal Embassy of Kingdom of Cambodia in their country such as Afghanistan, Algeria, Arab Saudi, Bangladesh, Iran, Iraq, Pakistan, Sri Lanka, Sudan, and Nigeria.

Countries not Eligible for Visa on Arrival

Visa on arrival is not permitted for holders of passports from the following countries: Afghanistan; Algeria; Bangladesh; Iran; Iraq; Pakistan; Saudi Arabia; Sri Lanka; and Sudan. Holders of these passports must obtain a Cambodian visa before arriving in the country. Holders of these passports are also required to hold a sponsor letter or invitation from a company / organization / travel agent, and you are also advised to hold a valid return ticket.

Cambodian e-visa

Cambodia offers a convenient service whereby you can acquire your visa online with a credit card. Once approved, you’ll receive an email that you will need to print out and take with you to present to the immigration official upon your arrival. It’s important to note that not all land crossings are equipped to accept the e-visa, so be sure to review the list of checkpoints – both Phnom Penh and Siem Reap international airports accept e-visa. This service costs a total of $25, $20 for the visa and a $5 processing fee. The e-visa is only valid for tourist visas, not business or diplomatic visas. General Information about Cambodia

The Kingdom of Cambodia, formerly Kampuchea, is a Southeast Asian nation that borders Thailand, Laos, Vietnam, and the Gulf of Thailand. The capital city is Phnom Penh.

Geography

Situated in the southwest of the Indochinese peninsula, Cambodia occupies a total area of 181,035 square kilometers and borders Thailand to the west and northwest, Laos to the northeast, Vietnam to the east, and Gulf of Thailand to the southwest. Cambodia’s geographic coordinates are 13 00 N, 105 00 E. Cambodia’s terrain consists mainly of low plains, with mountains to the southwest and north. Two dominant physical features of Cambodia are the Mekong river, which runs from north to south of the country, and the Tonlé Sap Lake. Natural resources include oil and gas, timber, gemstones, iron ore, manganese, phosphates, hydropower potential.

Population

Cambodia’s population is approximately 14 million. Ninety per cent of residents are Khmer; the rest are Cham (Khmer Muslim), Chinese, Vietnamese, Indian, Thai, Phnorng, Kuoy, Stieng, Tamil, etc. Population density is 78/ km2.

Climate

Like most of Southeast Asia, Cambodia’s climate is hot and warm almost all year round. The climate is dominated by the annual monsoon cycle of rainy and dry seasons. The rainy season lasts from May to October, and the dry season from November to April. December to January is the coolest months, while the hottest period is in April. The average temperature is around 27-28ºC.

Language

Khmer is the official language of Cambodia. The Cambodian language is derived from the Mon-Khmer (Austro-Asiatic) language family. Khmer is renowned for possessing one of the largest sets of alphabets; it consists of 33 consonants, 23 vowels and 12 independent vowels.

While tourists may wish to learn a few spoken phrases before or when visiting Cambodia, English is widely spoken and understood. French and Mandarin are also spoken frequently in the country; most elderly Cambodians speak French and many people in the Khmer-Chinese population speak Mandarin.

Religion

Theravada Buddhism is the prevailing official religion in Cambodia and approximately ninety percent of the population is Buddhist. Islam, Hinduism and Christianity are also embraced in Cambodia.

Currency

Cambodian official currency is Riel, but US Dollar is widely accepted around Cambodia.

NMC was established under Metrology law, approved by Royal Decree No 0809/016 dated August 11, 2009, and run on 22nd April 2011 by sub-decree for managing all activities and services related to metrology such as scientific metrology, Industrial metrology and Legal metrology. NMC operates under the Ministry of Industry & Handicraft, having the level of a General Department and its own specific stamp. Its main objective is to determine the mechanism and rules of the management of metrology within the Kingdom of Cambodia.
